Reforms in School Education Rules of Jammu and Kashmir

Jammu: The J&K government on Wednesday made an amendment in Jammu and Kashmir School Education Rules, 2010. According to order issued, a new rule titled Rule 8A has been introduced subsequent to the existing Rule 8 of Jammu and Kashmir School Education Rules, 2010 directing all schools in the UT, including government, aided and unaided institutions, to comply with weight limit of school bags.

“In exercise of the powers conferred by Section 29 of the Jammu and Kashmir School Education Act 2002, the Government hereby makes the amendments in the Jammu and Kashmir School Education Rules, 2010,” reads the SO 126 notification issued by Dr. Asgar Hassan Samoon, Principal Secretary, School Education Department.

“It shall be the duty of the Heads of the schools to ensure that no homework is assigned to students of classes up to 2 Standard; No formal books are prescribed at Pre-primary (Nursery, LKG, UKG) levels,” the order said. “However, students of these classes may be provided maximum two notebooks/work books to be kept in the teachers’ custody in the school”, it stated adding that students of Pre-primary level shall not be asked to carry any bag except light carrier for lunch box.

The order further stated that no school should prescribe any other subjects except Language and Arithmetic for class 1st and 2nd; Language, Environmental Science (EVS) & Arithmetic for class 3rd to 5th; and Language, Social Science, Mathematics and Science for class 6th and 7th, or as prescribed by the affiliating authority.

As per the order, student upto UKG should not carry bag while a bag of a student in Class 1 or 2 should weigh not more than 1.5 kg and a bag of a student Class 3 to 5 should weigh not more than 3 kg. The prescribed weight increases progressively, with students in Class 6 to 7 allowed to carry bags in the 4 kg range while Class 8 to 9 students will carry a bag not more than 5 kg and Class 10 student will take a bag of 5.5 Kg range.

“Students shall not be asked to bring additional books and extra material to school and in any case, the weight of the school bag should not exceed the aforementioned limits (including bag weight and other material),” it added.

“School Education Department shall issue detailed guidelines and direction from time to lime regulating the weight of the school bags and the Government may cancel affiliation and recognition of the schools violating the provisions of the Rule 8A (1),” the order stated adding that the School Education Department shall issue academic calendar every year for the schools affiliated with JKBOSE/ Government which shall be followed by all the concerned schools.
