Child In Need Institute (CINI) is a premier not for profit organization that works in the areas of health & nutrition, Child protection, education specifically for women, adolescents and children. With over 45 years of experience in the sector, the organization has a presence in West Bengal, Jharkhand, Odisha and Assam.

CINI- Jharkhand provides technical support to the Government of Jharkhand and collaborates with different departments like health and family welfare, education, social welfare, labour etc. The unit is a recipient of many international and national grants to work at the community level on issues of maternal and child health, WASH, adolescent health, sexual and reproductive health, HIV/AIDS, primary school education, community participation and to create demonstration sites on various government programs which ultimately feed in to government policies. CINI has also played a pioneering role in piloting many innovative interventions based under the “Child Friendly Community (CFC)” approach and within a broader framework of human rights.

Plan India is a nationally registered child centered community development organization. For over 30 years, Plan and its partners have helped communities throughout India to help themselves, so that children have access to their rights including the right to protection, basic education, proper healthcare, a healthy environment, livelihood opportunities and participation in decisions which affect their lives. Plan encourages children to express their views and be actively involved in improving their communities. Plan India currently works in more than 15 states in India and has impacted the lives of over a million children.

Introduction- Children Literary Festival 2019

Plan India has been working in collaboration with field level NGO partners in more than 150 schools and pre-schools (anganwadi) in 3- district Jharkhand, and promoting holistic quality education and learning for all children especially girls enrolled in government schools. Improving basic reading skills, cultivating reading habits among school going children with the objective to enhance learning and academic performance. Towards this end various programmatic interventions are implemented at school levels that include Reading Week Campaign & Children’s Literary Festival every year which enable children to emerge as change agent, share their vision and understanding for inclusive, empowering and gender transformative education.

The Children’s Literary Festival 2020, is the second edition, and will be organized by Plan India and its partners during first week of January 2020. It is visualized as a 4-day workshop & event where selected school children from various locations where Plan India works, would participate in a shared journey of peer to peer learning enabled by a joyful and festive environment.

Tasks to be accomplished by Individual consultant/Agency

  • To support State Level Event- Children’s Literary Festival 2020:
    • State level workshop at Ranchi will be organized by CINI and Plan India to prepare and train selected boys and girls for the state and national level Children’s Literary Festival scheduled at Ranchi and Hyderabad respectively. The objective is to equip children to write stories, poems, narratives, paintings and drama that break the gender stereotypes and biases.
    • This will be 4-day activity (03 days’ workshop for preparing students selected from schools through reading week campaign, and 01-day state level event on Children’s Literary Festival 2020, where students will anchor and perform before the audience comprising of government officials and INGOs, and experts from various fields.
  • For the state level event- experts/consultants will have to train & mentor children for performing at the state and national level events. State level event will have 3 pavilions where child participants will have the space and opportunity to demonstrate their talent and skills to their peers, youth and adults in a joyous and playful environment. The pavilions proposed are as follows:
    • Story Time– the space for children to demonstrate, read books and stories which they have written themselves (or they would like to read) to an audience of children, parents, teachers, development workers and eminent writers of children’s books, and government officials
    • Story Busters– the space for children to put gallery, review and re-write popular picture books and stories by purging them of the gender and social stereotypes. In doing so the children are able to improve their knowledge, attitude and practice towards gender equality and inclusion.
    • Big News by Young Minds–the space for child participants to learn and improve various forms of communications, and sharing their ideas using different means of expressions- paintings, illustrations, cartoon making, theatre performance, slogans, folk singing etc.

Expected outcome: 15-20 student best performers will be selected and nominated for participating at the national level events

Qualification/ Expertise required from Individual consultant/Agency:

  • This TOR is open to Individual consultant/Agency. The Individual consultant/Agency have demonstrated experience for conducting children’s events as mentioned above.
  • The Individual consultant/Agency has a good track record and has a team of experts- storytellers, theatre artists, gender specialist and writers to facilitate the children’s events with required deliverable as per mutually agreed time frame.
  • The resource agency needs to submit following documents at with their proposal/strategy of conducting literacy week, CVs of the resource persons mentioning experience, reports of similar literacy events conducted, financial quotes with detail break up, Permanent Account Number (PAN), Service Tax registration number if applicable and Tax Deduction Account Number (TAN) number
  • The selection will be based on both technical and financial proposition.

Duty & Responsibilities/ Expected Outputs/ Deliverables:

  • The consultant shall design and execute one-day state level Children’s Literary event scheduled on 9th January 2020 at Ranchi in Jharkhand that include 3 days’ preparatory workshop with selected children (30-40) from 6th to 8th of January 2020,
  • The consultants are expected to work as one team, attend planning meetings at Plan India Ranchi Office, and engage in field level travel as required,
  • The consultants will work under the overall supervision of the State Manager & Program Manager- Education
  • Ensure Jury/experts’ recommendation for selection of 15-20 children for the national Literary Festival 2020
  • Ensure proper documentation, evaluation and reporting of the entire event
  • Duration of the assignment: January 2020 (May be extended as per the situation)

Duty stations: Ranchi, Jharkhand

Fees and Payment Modality: The selected Individual consultant/Agency will get the requisite fee (as mutually decided by CINI and Individual Consultant/ Agency) as per the following schedule:
50% of the Total Fee after completion of the workshop.
Remaining 50% after submission of the final report.

Travel and Accommodation: Actualtravel and accommodation will be reimbursed/arranged during the training/Visit/workshop as per the organization norms and policy.

Mode of Payment: Through account payee cheque/ bank transfer.

Venue: State level workshop will be organized at Ranchi, Jharkhand.

  • Eligible Individual consultant/Agency are expected to submit a detail proposal considering the following information:
  • A detail description of the scope of work, work plan with clear timelines, expectations from CINI. The work schedule will be presented and agreed by both parties and strictly adhered to.
  • A realistic budget proposal with detail break up along with per person/day unit cost
  • Updated CVs of consultants/researchers/subject specialists who will be entrusted with the specific assignment along with names of team leaders and their role and responsibilities for the assignment Child Protection Policy

CINI and Plan India is committed to protect children and to prevent them from any harm they may be exposed to through our work. Therefore, the Resource Agency / Consultants will be requested to sign and comply with Plan’s Child Protection Policy.
